It can take up to 24 hours before the update appears on all of Apple's servers, so please try again later if you don't see it yet.

I was able to get it around 1pm Central time. I have found that sometimes if I his "updated" a few times, it will find something again. I was stuck in line so I did that and I was rewarded with Mantis 4.2!

Okay... It finally showed up. Is there a manual to introduce the new and improved features in 4.2?

There is no manual available yet, but we'll be releasing some more tutorial videos soon that will help a lot. Most of the items that are new are pretty simple to figure out. Tap a verse number, then tap "Email Verse" to email the current verse. Pretty simple stuff.
